| The following is a break down of how the government of the Vermilion Dragon Empire works. The lower you're number the more power you have. 1 being the Emperor who has the most power; all laws are passed by him, and any suggestions for laws must go through him first for approval. He may do and spend as he pleases, and need not ask the permissions of the Banking Clans or other citizens. So long as the Emperor's actions do not break the Imperial Oath of Emperor's which he took upon crowning, he cannot be rejected power or privileges. 1. The Vermilion Emperor
